That’s the short, honest answer, but the real picture depends on when the furniture was made, how it’s finished, and where you put it. New, cheap particle board desks and shelves from discount stores are a different story than a certified CARB P2 cabinet from a known brand. The risk lives in the glue — specifically, urea-formaldehyde resin — and the key is knowing which boards emit at safe levels and what to do about the ones that don’t.
What Makes Particle Board Potentially Toxic?
The primary concern is formaldehyde, a colorless gas that the International Agency for Research on Cancer (IARC) classifies as a Group 1 carcinogen — the same category as asbestos and tobacco smoke. Particle board is made by binding wood chips and sawdust with urea-formaldehyde (UF) resin, and that resin slowly releases formaldehyde gas into the air.
Short-term exposure at elevated levels can cause sore throat, cough, watery eyes, nosebleeds, and headaches. The EPA notes that people with asthma or respiratory sensitivities may experience attacks at concentrations above 0.1 ppm. When Is Particle Board Furniture Actually Safe?
You can buy particle board furniture today that is safe for daily use in your home. The key is regulation and certification. Since June 2018, the EPA’s TSCA Title VI rule has required all composite wood panels sold in the US to meet strict emission limits. For particle board, that limit is 0.09 parts per million (ppm) of formaldehyde — a level well below what causes noticeable health effects in most people.
California’s CARB Phase 2 (P2) standard is identical to the EPA rule, and because California is such a large market, most national brands comply with it. Even safer are boards labeled NAF (No Added Formaldehyde) or NAUF (No Added Urea Formaldehyde), which use different binders like phenol resins. These emit at near-zero levels and are the closest you can get to solid wood for air quality.
How to Tell If Your Particle Board Is Safe
Check three things before buying new furniture, or evaluate what you already own:
- Look for the label. Flip the furniture over or open a drawer and check for “CARB Phase 2,” “TSCA Title VI,” “NAF,” or “NAUF” printed on the panel or the packaging. If there’s no certification mark, assume the board is uncertified and likely uses standard UF resin.
- Inspect the finish. The board must be completely sealed — every surface, including edges and cutouts for hardware. Laminate, veneer, or durable paint blocks off-gassing. Unsealed edges are the biggest culprit; exposed particle board at a cut edge can release formaldehyde for months or years.
- Check for independent third-party verification. The GREENGUARD Gold certification is the most useful consumer label for low-emission furniture. It tests for hundreds of VOCs, not just formaldehyde, and is common on furniture sold at mid- to high-end retailers.

For very old furniture (pre-2000), the majority of formaldehyde has likely off-gassed by now. It’s not a new concern, but if you’re buying vintage particle board that still smells chemically, it may have been stored in a sealed environment and still contains residual gas. Treat it like new: seal, ventilate, wait.
